The EAS attention signal is actually a pair of tones near 1000 Hz --- 853 Hz and 960 Hz sine waves beating against each other producing the annoying attention grabbing tone.  It's a holdover from EBS, the predecessor to EAS.  The National Weather Service uses a single 1050 Hz tone as an warning alarm tone.

Interesting.  According to what you show on your screenshot, it looks like SRN aired a muffled/noisy copy of the WEA tones.
