Does anyone know of a piece of software that could be used as a “Segment Timer”?

Paravel Systems has a nice “Walltime” unit that only needs a power supply, Internet connection (wired or wireless), and any HD television screen (HDMI out from the RPi).  It’s hardware (a Raspberry Pi 3) combined with proprietary software; each Walltime unit is standalone.

The segment timer is just like you’re probably accustomed to with Call Commander, but much more fully-featured.

It makes really nice use of older LCD TVs.
