It's obviously getting past your local router and your local ISP's infrastructure. My result gets to a couple of hops in New York as well before the responses quit, but the site works fine for me through my local cable ISP, including all the mapping and other ancillary functions.

I still wonder if your ISP can help you get to the bottom of this. When I worked in an IT shop here we would sometimes have to work with customer ISP tech support when our clients had issues reaching sites through their services. Sometimes they have private blacklists that you cannot know about but they can check and will sometimes find issues they can resolve with a whitelist entry.

Just another random thought.

If you're using some kind of filtering firewall it might be happening locally to your network.

It might be interesting to see how far a tracert command goes before it gets blocked.

It's not off line, but it certainly has issues.  The data had not been updated in many days until today and several features are still not working consistently (like "MAP" buttons causing the site to time out).  You may need to clear your browser cache or manually refresh to get updated version of the site.
