Mine looks similar.  I suspect the fccinfo.com site hosting server has ping responses turned off, since I can access the site with no problems.  It also appears that the server does not have SSL enabled, either.

It's not off line, but it certainly has issues.  The data had not been updated in many days until today and several features are still not working consistently (like "MAP" buttons causing the site to time out).  You may need to clear your browser cache or manually refresh to get updated version of the site.
