I do get a "Not Secure" error on my Chrome Browser going to the site, which may be new (not like I've checked before today) so they may have changed hosting servers or something over the holiday weekend when they were off line.   Just a thought...

Interesting. I can't reach it from my PC even after clearing my cache. I also can't reach it from other PCs here on my network. I tried several.

I was able to reach it from my phone AFTER I got off the building's wifi. What could cause that?

It's not off line, but it certainly has issues.  The data had not been updated in many days until today and several features are still not working consistently (like "MAP" buttons causing the site to time out).  You may need to clear your browser cache or manually refresh to get updated version of the site.
