We do this with Cradlepoint and an aircard and with the Peplink Max mini. You will likely have a dynamic IP address, but the site can be addressed if you have a free noip.com account. "Dynamic update client"  software runs on a pc connected to the router and keeps your current IP address updated. You access your site with a regular URL name you create. 

Double check that this is an AT&T site with Internet service. We have tried to do AT&T at sites where we had excellent cell service for the phone but no Internet.
