I'm not aware that this is anywhere near being a permitted rule; but I can easily see the confusion. The latest revision in rules allows any LPFM to own one single Translator outside of their primary coverage area.
All LPFM licensees must meet NCE ownership requirements, as they operate noncommercially regardless of their dial position.

I was given information from someone recently that the FCC now allows nonprofits who own NCE stations to be the licensee of a single LPFM? If that is accurate, I certainly missed it.
Is this accurate, and if so, what hoops does a NCE outfit go through to get the license? Regular assignment form 314? Qualifications? There has to be more to this, methinks....
