Oh, no. You can't just turn them off!

You have to get FAA approval, then you have to have your FCC license modified so the Tower Lighting section of the license reflects what you're doing.

I tried looking through the latest FAA Circular, but I could not determine the procedure to apply to turn off the steady burning obstruction lights on a 500' tower.  Has anyone here applied for that status?
