I spoke with our contact at Comsearch and he advised that for an existing unlicensed earth station during the 90 day window the application would be accepted conditionally if no PCN (prior coordination notice) was attached..
PCNs are still being accepted by the FCC online submission site..
It's their understanding that if a PCN isn't included with the application a PCN may be able to be added in the future but no guarantee..
I'm thinking the best plan might be to go ahead with the PCN process and file during the 90 day window.. 
Iirc the prior coordination notice needs at least 30 days for existing carriers to respond so time is of the essence..

I'm not sure I follow you, Sherrod, that registrants *CANNOT* submit a
PCN. I don't see that in the paragraph you reference.

It appears that submitting an application under the temporary waiver
of the PCN results in a registration conditioned with no FS
interference protection.

Anyone hearing from FCC counsel on this yet?
