It appears that submitting an application under the temporary waiver
of the PCN results in a registration conditioned with no FS
interference protection.

That is correct.  I was relying in large part on a direct email I received from Comsearch and I misunderstood their wording to indicate that filing with a PCN would not be allowed.

In re-reading the FCC’s notice and Comsearch’s email yet again, I stand corrected.

Your interpretation [that registrations filed without a PCN would not be afforded any protection] seems to be the more correct version.

(IMHO: That being said, registration without coordination that provides protection against interference is basically just like paying $435 to participate in a survey or poll… what’s the point?  The FCC seems to be moving ahead on a steamroller on this topic.)
