Stations who choose to register their dishes during this 90-day window *CANNOT* submit a PCN (frequency study) and therefore receive coordination & protection from future interference claims.  Any such application will be dismissed.  (See link below; 3rd page, second paragraph.) The registration is purely a formality for the FCC to get a better handle on how many downlinks are in use.

The window to receive protection interference is now over.  Sorry to be the bearer of bad news, but unless you previously registered with a PCN, you have no guaranteed protection against future interference even if the FCC barrels ahead with its (obvious) plan to carve out the mid-band frequency chunk and give it to the WISPs.
