I tried a factory replacement but had the same result.  I'm ordering the newegg suggestion.  Thanks.

That’s a 40mm fan and most of that size are High RPM to move any air, not sure whats available in a quiet fan in 40mm….

12 v, 1 & 9/16".  I might try the isolators; its definitely noisier mounted.
