That’s a 40mm fan and most of that size are High RPM to move any air, not sure whats available in a quiet fan in 40mm….

12 v, 1 & 9/16".  I might try the isolators; its definitely noisier mounted.

What size and voltage is the fan? Would one of the low noise pc fans work in it. Im partial to noctua brand myself. Even if its lowrr cfm it would be better than nothing T all. Also if its just vibration maybe you could try rubber isolators.
