Here's a reference re: lack of public file requirements for LPFMs:

Kevin brings up a good point. It has been suggested, and I agree, that LPFMs have their own policy on this. For our station, we have a printed copy of the FCC rule 73.1943, and our one sentence policy that we do not accept requests from candidates for broadcast time. You still must log any activity, requests, etc. For example, we reached out to House candidates in the last election cycle and documented that (no money was exchanged).

I'm not sure that I am understanding your question/statement.  The political file IS required to be uploaded going forward but the old political stuff does not have to be uploaded now.  It does have to be maintained in paper form until everything ages out at 2 years old.
If I recall the story correctly, the requirement to upload old political file materials was removed due to the short retention time and in fear that lots of sensitive financial information would get published in the reams of paper that are some big station political files.
On the LPFM Political File front...  Are LPFM's not exempt "Reasonable Access" rules like NCEs are?  I know that If I were an LPFM (or any other non-comm for that matter), I would be scared to death to see a  politician walk in the door...  It appears to me to be a very, very thin line between right and wrong in the NCE political underwriting world.

The original reason the OPIF was created was in response to demand for making the political files publicly accessible via the internet. So, that surprises me. I thought whatever had been required in the local file was required in the OPIF unless specifically exempted. I didn't research that point but obviously overlooked noticing an LPFM exemption in the process. Do you have a reference to that?

LPFMs are exempt from the online public file. They do not have to keep a public file as full powers do, EXCEPT for the political file part.
