The FCC is responsible for displaying content in the FCC PIF what has been filed to (or issued by) the FCC as well as other items the FCC PIF order included as being provided by the FCC (such as contour map).

The CDBS Public-Access pages for viewing applications and authorizations also from time to time have errors such as bad PDFs or even documents not being available (I do not refer to the very slow response to a request for such document to display). You contact CDBS help to have those resolved then they correct the anomaly. The same goes for the FCC PIF.

Even before you log into the PIF for a station, there is a baby-blue line showing the help contact phone # and an e-support link. Use that to provide info on the bad or missing PDF of the records they are supposed to be displaying.

The current ownership report not showing up is a totally different animal as to why it is not yet showing up. The FCC extended the due date from Dec 2, 2017 to March of 2018 because they were working out kinks in the new filing system. Again, it is the FCC's responsibility to post it. Since it is not due yet and since it is the FCC's responsibility to display it, I would allow the FCC to be responsible for it.
