When I had an older service monitor, I would check the xltr FSK-ID using SSB mode. I would zero-beat the carrier of the "space" bit then select the correct side band (USB vs LSB) to receive the "mark" bit.

You could do the same with any VHF SSB receiver. The FM signal warbles due to FM transmitter lower frequency tolerance than SSB transmitters. Since you only need to listen long enough to confirm the ID, such annoyance is short term.

I personally no longer need such a device but I know several guys and gals who would find it handy.
