I don't know if this is what everyone is looking for....but I put this together last week for another broadcaster here in Oregon.

https://publicfiles.fcc.gov/admin/   Takes you to Entity Sign In.

If you have not set up a passcode, click "How do I get a Passcode". You will need to know your FRN and password for that station.  This takes you to a page showing your stations and generates a passcode which may change if you wish.  When you have a passcode return to https://publicfiles.fcc.gov/admin/

At Entity Sign In,
select Station Type
Enter station Facility ID
Enter Passcode
Sign In

This takes you to the "station page".  You should see documents the FCC has already loaded, license, Public and Broadcasting.

To upload your documents click Additional Documents.

Click Upload Documents.  You may drop files into the box or click Add and search for the file and then click the file you want to add.  Accepted formats: PDF, DOC(x), RTF, XLS(x), TXT.
Start Upload

When upload is done your can click Go Back and you should see the file you uploaded.  If you made a mistake you can move the uploaded file to the trash can and start over.

I came up with the following naming convention for my Public Affairs files:
KNLR 2014 Quarter 1 Quarterly Issues.doc
KNLR 2014 Quarter 2 Quarterly Issues.doc
