That is absolutely correct and in some very rare occasions when a station upgrades a license and doesn't have room for the too small but otherwise nice transmitter.  OR in some cases where you have personal knowledge of a TX to know that it is clean.   I installed quite a number of used tube transmitters with some problems but had pretty decent service.  Used solid state transmitters scare me to death.  It seems like almost every _used_ solid state TX that I have installed melted down in short order.  AND then found that regular unexplained failures were the reason it was surplussed in the first place.
