SDR# software does RDS.
I bought a $15 dongle. SDR# is free software. Its interesting but not anything I would use for important measurements.

Oh yeah, and on my android phone i have an app and a usb on the go adapter
and i can use sdr from my phone. Pretty slick. The app is sdr touch. Ot cost
a couple of bucks.
