Now you need a third meter or method to discern which meter is the miscalibrated meter, the transmitters meters or the Bird.

The only way to resolve this is connect your transmitter to a dummy load and compare the Bird with the transmitter reading.  If there is more than several per cent difference and since you say the Bird was recently re-calibrated, I would discuss this with the manufacturer.
