The only way to resolve this is connect your transmitter to a dummy load and compare the Bird with the transmitter reading.  If there is more than several per cent difference and since you say the Bird was recently re-calibrated, I would discuss this with the manufacturer.

I have a transmitter that gives me a high value (in watts---it's a new box), and the Bird meter says we're at 100 percent legal TPO.
