You are correct.  However,  I wanted to know if your transmitter output meter, be it in watts or percentage, tracks closely with your Bird meter, and if not, how much is it off.   No, I don't work for the F.C.C. 

So, for example, if your transmitter reads 100 percent, and your licensed TPO it 5kw, everything matches. If however,  your meter reads 100 percent, and your TPO on the Bird is only 4400 watts, that would make me wonder.  Or if the TPO was 6kw,  that would raise a red flag.

I have a transmitter that gives me a high value (in watts---it's a new box), and the Bird meter says we're at 100 percent legal TPO.
