A big part of this is due to the fact that the formats used to store the name information —aka ‘metadata’ — are quite different in the two file types. MP3s use a scheme known as ‘ID3’ [http://id3.org], the layout of which is rather heavily oriented towards consumer-audio applications (with fields like ‘Genre’, ‘Album’, ‘Composer’, etc) whereas broadcast WAV files typically use CartChunk (http://www.cartchunk.org) with fields that align more typically with what radio broadcasters need and want (’Title’, ‘StartDate’, ‘EndDate’, etc). Even where one has a system that understands and uses both —e.g. Rivendell — it can be a bit of a challenge to ‘impedance match’ one into the other when doing a conversion, as there are many fields in one that don’t directly correspond to a field in the other. Many systems don’t even try.

Probably the best long-term approach would be to encourage the ministries to supply MP3’s in a WAV container (yes, MP3 can be used in a WAV file, it’s part of the Broadcast Wave File standard). That way, a standard, broadcaster-friendly cart chunk could be used for the metadata.
