GoldWave does that.  It's an audio editor that will record , post process and name files according to rules that you set up.  I use it regularly for recording scheduled streams that I record weekly.  www.goldwave.com.

I'm curious if there is a way to automatically name audio files from a batch file or something.

I download several .mp3's using the Ambos FTP but often have to convert and normalize them. The conversion usually strips away any cart info like program name, etc. 

I could open each file and normalize it in Audition or give it a name... but I'm opposed to extra work. If I can get a computer to do it for me...then program the pc to do it. 😀😀😀
