Well, I had never heard it either until one day back at SRN, Bonnie (the admin assistant who was from England) used the expression.  I looked at her like she was crazy (I actually do have an uncle named "Bob", so I was perplexed how she might have guessed that and what on earth it had to do with the situation at hand...), and when I finally asked what she meant, it was her turn to look at me like *I* was the crazy one because I didn't know the expression.

We figured out that "it was an 'English' thing -- I wouldn't understand" (if you'll permit me to reappropriate the expression ;-).
