It is ONLY 9 pages.. Not including the required "Frequency Coordination Exhibit". The Commission under Chairman Pai is MUCH, MUCH more receptive to broadcast concerns now than it was just a few months ago but is still heavily lobbied by the cell and broadband companies. Money talks...Ownership, location and the sat to be received is enough to determine and protect an interference keyhole much like STL coordination. The rest is pure bureaucratic paper pushing. We need to be proactive in contacting the commissioners and local congress critters. My "Frequency Coordination Exhibit" would probably read something like... "We have a great big, narrow beamwidth, high gain, receive antenna pointed out into the middle of space at a geosynchronous satellite that has worked perfectly for 40 years without spending $395".
