I believe that older EAS unit is no longer approved for EAS service even with a CAP adapter because it can not be updated with the new EAN codes.
My memory of the specific details why that is the case may be a bit foggy.
Since EAS is not required for any Part 15 transmitters, I am not certain how much that will really affect your operation.
