Good you guys pay this much attention to rules and details.    My portable modulation analyzer tuned to various stations while I’m driving around shows levels set all over the place, RDS, pilot, and total modulation.   Pilots often not in range of 8 to 10 percent, etc.

Right or wrong, I too treat RDS as just another SCA.  One of the earliest RDS encoders that I installed (1990's) had a specific procedure for increasing total mod 1/2% per 1% of RDS modulation and have followed that advice since.

The way I do it here is I increase modulation a ½ percent for for every 1 percent on the RDS. Just like you do on a 67 or 92 khz SCA.
