Go to your nearest Walmart and pick up a Magic Jack. If you don't have internet at the site, you'll need to get it as Magic Jack or other phone services like Vonage (more expensive) need it. Or you could get an Air Card, or Mifi card. If you don't like the Magic Jack, you can bring it back to Walmart for a refund.
You can do a lot at your transmitter site if you have the internet there.
Magic Jack is about $4 a month payable in advance. I use it at home and it works well.
Most phone companies use some sort of VOIP, but they won't tell you that. There are few "land lines" for less than what you quoted.
