If you have a good match on your antenna system you can get "close" with the Bird but not exact.  The only way to be accurate is with a known 50 ohm load and a calibrated meter.  :-)

Use the bird meter, and run the transmitter into a known 50 ohm dummy load ( since it will be a non-reactive, resistive load you can make sure the load is good by measuring it with a good ohmmeter.  Adjust the transmitter power until the Bird says you are at licensed TPO,  adjust the tx meter cal to make the tx read 100%.
