OK, you are correct. It's how they connect the neutral on one side (transformer) that causes two legs to give 120 and the point of the other two to be high so maybe it's a closed delta with the three transformers unless something has failed on the pole. We went with a Wye transformer and changed the taps on the transmitter transformer for 208 along with re-connecting the windings of the generator for the same. It's been trouble free for 2 years now after years of constant troubles and expense with the old power.

Closed delta service has 240VAC line-to-line and 120VAC for two lines to neutral and 208VAC for the third line-to-neutral, which is a good choice and is within tolerance for what Soloman described. The Voltages are on the high side so he may be near a substation.
