Wye service has 208 Line-to-Line Voltage and 120VAC line-to-neutral, which is close to what you described, Tom.

Closed delta service has 240VAC line-to-line and 120VAC for two lines to neutral and 208VAC for the third line-to-neutral, which is a good choice and is within tolerance for what Soloman described. The Voltages are on the high side so he may be near a substation.
