Here's my contribution:
1) currently, satellite rx report in every 4 hrs. would that need to be quicker? (inet rx every 20min, configurable)

2) there are hundreds of rx who haven't reported in for many years. we'd have to have a way to exclude them.

Definitely opt in. It might be a good idea periodically to send an email to those stations that haven't talked anyway. Part of the joy of the AMBOS system is the built-in redundancy. If they're not checking in, those stations aren't getting the full benefit of AMBOS redundancy. Of course an opt out of that particular email might be good too if the particular receiver has no way of reaching internet.

3) or would this be a feature you sign up for, rather than for everybody? could it be a good idea for everybody?

Opt in for those who want it. Allow for multiple recipients of the "I haven't heard from you" email.

Perhaps a user configurable message that would be sent in the event of outage. I can see this being beneficial if a user has multiple units and can't remember a unit's serial number off the top of his head at 2am.
