On the other hand our FCC Attorney said a Main Studio Waiver on a
full-license signal didn't excuse that licensed station from registering in
the ETRS...

They should know your stations have satellite waivers since they issued
them.  If its not registered how would you report anything? So i think the
answer is no theres nothing to report, it would be identical to the main
station anyway.

But im not an attorney.....
